Received report of damage to barge's vent mast riser. Barge authorized one time discharge of cargo. Thereafter, the vessel is restricted to carrying only those cargoes listed on the vessel's CAA that do not require vapor control until the vapor control system is repaired. Vessel is to make permanent repairs within 15 days and no later than 09 NOV 2016. The vessel shall be made available.
