To engage in voyages over 600 miles, the subject vessel's COI requires a minimum of nine (9) persons in crew, to include two (2) Licensed Engineers and two (2) Able Seamen. Attending Marine Inspectors noted that the vessel arrived Charleston, SC, from Tampa, FL, with seven (7) crew, lacking one (1) Able Seaman and one (1) Licensed Engineer and intended to depart to Houston, TX. Vessel must provide minimum complement and complete an inspection of equivalent scope of its annual so as to determine its suitability for its intended voyage over 600 miles. Inspection to continue.

Vessel may shift, but may not depart port, until an attending marine inspector attests to compliance with the applicable regulation.
