Vessel's cargo containment system must have a high level alarm that gives an audible and visual alarm before the tank fills to 97 percent of its capacity. Port State Control Examiner identified the high level alarm for tank number 1P was not activating after a test was conducted on it.

On 15DEC18, in Ulsan, Korea, the vessel was loaded with Dicyclopentadiene, resin grade 81-89%, a cargo that requires inhibitor to be added as per chapter 17 table column o, into tanks 10CF, 8C, and 7C. The company should ensure that all personnel involved in the company’s safety management system have an adequate understanding of relevant rules, regulations, codes, and guidelines [ISM 6.4]. The company should establish procedures, plans and instructions, including checklists as appropriate, for key shipboard operations concerning safety of the personnel, ship and protection of the environment [ISM 7]. For cargoes required to be stabilized or inhibited, the cargo shall be refused if the appropriate certificate required by 15.13 is not supplied [IBC 16.2.3.6]
The vessel is currently loaded with Dicyclopentadiene, Resin Grade, 81-89%. Per column “o” of chapter 17 of the IBC code, this cargo has 15.13 as a special requirement and thus is required to be inhibited by regulation.
The vessel was unable to provide PSCOs with an inhibitor certificate at time of exam. Upon questioning by PSCOs, vessel’s crew stated that inhibition was not required for Dicyclopentadiene, Resin Grade, 81-89%. The master and chief officer stated the only procedure for verifying special requirements for loading or transporting cargoes is through the use of the company’s computer cargo loading system, and they do not verify requirements listed in IBC code or requirements outlined on the international certificate of fitness list of cargoes prior to accepting the cargo. The computer cargo system incorrectly shows Dicyclopentadiene, Resin Grade, 81-89% as not required to be inhibited, directly contradicting the IBC code.
