Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions. The ITV THREE RIVERS suffered a reduction of propulsion of the Stbd MDE at MM 141.6, GIWW while transiting eastbound pushing two empty red flag barges. Vessel is authorized to transit lightboat from MM 141.6 to MM 89 GIWW, Conrad Deepwater shipyard Morgan City, LA, to assess the cause and carry out repairs if necessary under the supervision of the TPO, ABS as requested. Upon arrival to MM 89, vessel shall notify the local [name withheld] at [phone withheld]. TPO shall submit final repair report(s) to the CG w/in 72 hrs of making final repairs. 46CFR143.205(a)&(b)

Vessel reported port main engines not functioning. Futher investigation showed engine required replacement. Conduct repairs to USCG of attending class surveyors satisfaction prior to departure. Notify this office when repair has been finalized.
