All towing vessels must maintain machinery and electrical systems to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency situations. The vessel reported loss of propulsion of all three engines, followed by loss of power. Determine the cause of the loss of propulsion and the loss of power and make repairs satisfactory to the attending Marine Inspector. The vessel's TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10. 46 CFR 143.205(a)

The starboard wheel struck debris and suffered damage resulting in vibration when in operation. Vessel is authorized one time transit with assist vessel to Upper Mississippi River mile marker 167 Columbia, Il drydock to complete permanent repair. Please work with your TPO (TVIB) to clear the deficiency IAW CG-CVC Policy Letter 17-10.
