Alarms must be visible and audible at the operating station. Vessel’s bilge alarm did not indicate visually on the bridge, only audible. Vessel can not depart until rectified. Send video evidence of proper operation to [email withheld] to the satisfaction of CG Marine Inspector. Failure to comply with this CG835V requirement will be in violation of 46 CFR 137.120 and may result in penalties. 46 CFR 143.230(b)

A vessel's machinery is designed and must be maintained to provide for safe operation of the vessel and safety of persons on board under normal and emergency conditions. Vessel was unable to control propulsion on starboard engine resulting in an allision with a bridge. Vessel to provide the technician's report attesting to proper repair and cause of the loss of propulsion to the Coast Guard. Company to also provide a report from the main engine manufacturer that the clutch system is installed as per manufacturers specifications on both port and starboard main engines. Vessel shall rectify deficiency listed above to the satisfaction U.S. Coast Guard prior to departure or towing barges.
