PSCO OBSERVED BOTH PORT AND STARBOARD ACCOMMODATION LADDERS MISSING STANCHION ON WATER SIDE AT BOTTOM OF LADDER. VESSEL NOT TO USE ACCOMMODATION LADDERS UNTIL REPAIRS HAVE BEEN COMPLETED.
