A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. Vessel had an allision with Gowanus Flats lighted gong buoy 31 at 1400 and made a report of the allision at 2030. Vessel is to provide a statement on how the allision transpired. Vessel is to provide a statement as to why the vessel did not report the allision until ~7 hours after the incident. 46 CFR 140.205 (a)
