Vessel suffered a reduction in propulsion on the PORT Main Engine. Diagnose and effect permanent repairs to the satisfaction of the attending USCG Marine Inspector. Vessel is restricted from engaging in commercial operations until the above issued deficiency has been properly cleared. 46 CFR 143.205(C)(1)

Resolution: Crew completed initial actions in order to restart the Port Main Engine. Operator further investigated engine issue and found a blown head gasket. Port Main Engine rebuilt as a replacement in kind. Witnessed engine testing during satisfactory sea trials.

Marine Inspector observed a empty can of brake fluid floating in oily bilge water under the starboard main.
