Essential systems or equipment must be regularly tested and examined. Tests and examination pns must verify that the system or equipment functions as designed. If a component is found unsatisfactor, it must be repaired or replaced. Test and examinatior procedures must be in accordance with manufacturer's intructions or Towing Safety Management System (TMSM) applicable to the vessel, if the vessel has a TSMS. The vessel has a damaged port rudder and damaged port and starboard propellers. All damaged components must be repaired to the satisfaction of the attending Coast Guard Marine Inspector.
