Vessel had a cracked weld in the side shell/deck seam on the stern where the vessel allided with the mooring dolphin. The crack was on the inside of the vessel only. No day light could be seen from inside the steering void. Crack was repaired by a certified welder and inspected by the attending MI.

Vessel lost propulsion controls after vessel lost #3 SSDG and went darken ship, vessel did not regain propulsion controls when emergency generator started and provided emergency power. Prove proper operation of propulsion controls during loss of ships power and while under emergency power to the satisfaction of the attending USCG MI prior to movement.
