A vessel must be provided with bilge pumps in accordance with Table 182.520(a). Bilge pump did not meet the minimum capacity required per pump (50 GPM). Repair bilge pump to meet minimum capacity required to the satisfaction of MI. 46 CFR 182.520(a)

A ferry that carries more than 49 passengers on a rivers route not within one mile of land must be fitted with a FCC Type Accepted general marine radar system for surface navigation with a radar screen mounted at the primary operating station. Marine radar system is inoperable. Repair marine radar system. 46 CFR 184.404(b)

Gauges to indicate engine revolutions per minute (RPM), jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. The gauges must be readily visible at the operating station. B side main engine oil pressure gauges were inoperable at operating station. Repair lubricating oil pressure gauge. 46 CFR 182.410(b)

"The master shall conduct sufficent drills... to make sure that all crew members are familiar with their duties during emergency..." Crew has not conducted or logged drills. Ensure drills are conducted and logged. 46CFR185.520(a)

"... before getting underway on a voyage... the master of a vessel shall ensure that suitable public announcements are made..." Safety Orientations were not available. Ensure safety orientation is available. 46CFR185.506(a)

"A vessel must carry either a first-aid kit... or a kit with equivalent contents..." Vessel had expired medicine in First Aid Kit. Ensure First Aid Kit is adequate. 46CFR184.710

46 CFR 182.500 (a) A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. Sluice valves are not permitted in watertight bulkheads. While attempting to exercise fixed bilge pumps, crew was unable to correctly line up valves to initiate bilge pumping from midship void spaces. A bilge piping diagram and proof of crew training is required.

46 CFR 183.432 (a) Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck.(b) The emergency lighting required by paragraph (a) of this section must automatically actuate upon failure of the main lighting system. If a vessel is not equipped with a single source of power for emergency lighting, it must have individual battery powered lights that:(1) Are automatically actuated upon loss of normal power;(2) Are not readily portable;(3) Are connected to an automatic battery charger; and(4) Have sufficient capacity for min of 2 hrs of continuous operation. Vessels emergency lighting in both shaft allies are inoperable.

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Prior to the carriage of passengers, a New to Zone Inspection, completed to the satisfaction of the attending marine inspector([name withheld]) must be conducted. 46 CFR 176.840

Sector Corpus Christi received a report that your vessel sustained damage to the Harbor Island side loading gate/ramp assembly on 07OCT17. Vessel is prohibited from carrying passengers until a damage survey has been conducted by an attending CG Marine Inspector.

Batteries must be secured to protect against shifting with the roll and pitch of the vessel. Batteries were not blocked or braced.

Vessel to conduct man overboard drill prior to taking passengers.

Repair bilge alarm (visual) for steering gear compartment and shaft alley Harbor Island side.

Remove old gauge lights and dead-end wiring under the wheelhouse consoles.

Replace retoreflective tape on 72 adult lifejackets and 6 child lifejackets.

Make pressure vessels available for internal inspection by 13JUL04.

Replace relief valves on pressure vessels with at least 3/4" NPT relief valve. Valves should have hand relieving gear.

Clean engine room and shaft alley bilges for further inspection.
