Each towing vessel operating in oceans and coastwise service must have a line throwing appliance approved under approval series 160.040. The line throwing appliance must have an auxiliary line that is at least 450 meters (1,500 feet) long; as a breaking strength of at least 40 kilonewtons (9,000 pounds-force); and is, if synthetic, of a dark color or certified by the manufacturer to be resistant to deterioration from ultraviolet light. MI observed that vessel did not have an auxilary line onboard.

Each towing vessel must be equipped with navigation lights in accordance with the International Regulations for Prevention of Collisions at Sea (COLREGS) or 33 CFR 84 as appropriate to its area of operation.Additionally, 46 CFR 111.75-20(d)(1) Subchapter J states, Each fixture in the weather or in a location exposed to splashing water must be watertight. Each fixture in a damp or wet location must at least be dripproof.
The stern facing amber towing light was found to have a cracked protective globe rendering the fixture susceptible to the entry of water (i.e. not watertight).
