The intent of this part is to insure that the scantlings, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. Primary consideration shall be given to the provision of a seaworthy hull. MI found cracks in the hull in aft steering located on port side aft weld seam where deck meets the bulkhead as well as starboard side hull penetration approximately 1' below deck.
