Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. MI received report of steering failure due to loss of hydraulic pressure while transiting from Wilmington, NC to New York. Vessel is authorized a one-way transit to New York under the aid of an escort tug. Upon arrival to New York, vessel is to investigate and make necessary repairs IAW approved TSMS and to the satisfaction of an attending TPO surveyor prior to operating in a commercial capacity. 46 CFR 143.205 / 701 (A)
