A bilge pipe piercing the collision bulkhead must be fitted with a screw-down valve located on the forward side of the collision bulkhead and operable from the weather deck. The reach rod handle, located on deck, was obstructed by the forward anchor and was unable to be used unless the anchor was removed from it's stored location. This took approximately 5 minutes.
