A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. Due to extensive corrosion found during an internal structure exam, the following restrictions are in place while the vessel is operating: (1) Vessel operations are restricted to the area between Tioga Marine Terminal and [name withheld], PA, no more than 1,000 ft from shore. (2) Vessel is required to have two (2) operable dewatering pumps onboard at all times. (3)All hatches and openings of the hull and deck must be secured when underway unless access is needed through the opening for transit. (4) Vessel must be attached to a barge while transiting. Notification to CG Sector Delaware Bay is required prior to any movement without barge attached. You may only proceed with verbal or written approval. (5) Vessel is prohibited from operating in inclement weather conditions, including reduced visibility less than two miles and winds greater than 20 knots.

An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that the vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey. Severe wastage and a hole were identified on the starboard side lazarette sideshell plating bringing the structural adequacy of the vessel into question. Vessel is required to crop and renew sideshell plating to the satisfaction of an attending marine inspector prior to movement. Submit repair proposal prior to commencing repairs.

Pressure vessels over 5 cubic feet in volume and over 15 pounds per square inch maximum allowable working pressure (MAWP) must be equipped with an indicating pressure gauge (in a readily visible location) and with one or more spring-loaded relief valves. The total relieving capacity of such relief valves must prevent pressure from exceeding the MAWP, as established by the manufacturer, by more than 10 percent. Air receiver MAWP is 150 PSI and relief valve is set at 175 PSI. Replace relief valve that is within 10% of 150 PSI. 46 CFR 143.300(a)

Each towing vessel must be maintained and operated so as to minimize fire hazards. Open ended clear tubing is being used to show fuel levels. Remove tubing. 46 CFR 142.220

Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: Low hydraulic steering fluid levels. Install low hydraulic steering fluid level alarm. 46 CFR 143.230(a)(6)

Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: Main engine high cooling water temperature. Install main engine high cooling water temperature alarm. Provide testing procedures to crew. Conduct test in presence of Marine Inspector. 46 CFR 143.230(a)(2). Prior to credit dry dock June 2023.

Vessel does not have Bridge to Bridge certificate. 46 CFR 164.72(a)(3)

The fixed bilge pump in the engine room did not take suction. Make repairs and prove proper operation.

The fuel shutoff valve would not close completely and also is configured in a way that obstructions and other objects could interfere with its operation. Reconfigure and prove proper operation.

The engine room high bilge level alarm only sounded in the galley area. Alarms must be visible and audible at each operating station. Install visible high bilge level alarm at operating station.

The generators did not have gauges to monitor the lubricating oil pressure and cooling water temperature. Install gauges and prove proper operation.

The crew was not equipped to demonstrate the main engine and generator low lube oil pressure and high water temp alarms. Prove proper operation to CG marine inspector.

The fire detection system showed a common trouble,ground fault, and battery fault alarm.Provide servicing report,label the protected zones, and prove proper operation of system to CG marine inspector.

Wastage was identified at the top of the steel plate at the forward end of the wiring compartment located below the operating station. Repair or re-weld affected area.

Bolt holes were identified in the aft bulkhead of the engine room compartment leading to the aft deck. Repair holes to ensure weather-tightness.

Existing wires and their openings to the port side deck were identified in the port side of the engine room bulkhead. Make repairs to ensure weather-tightness.

A deck plate on the starboard engine room walkway is completely holed and wasted through. Replace deckplate.

An insect screen must be installed on the potable water pipe.

All owners and operators of an existing towing vessel must have a valid COI prior to the specified phase-in period. This vessel is one of the 100% of the vessels that has not obtained a valid COI. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no longer be permitted to operate. 46 CFR §136.202(a)
