Each towing vessel must perform the applicable tests in Table 143.245(b) of this section. The tests required by this section must be recorded in accordance with part 140 of this subchapter. Alarm setpoints: Twice every 5 years, with no more than 3 years elapsing since last test. Vessel could not provide any documentation of required tests for all machinery. Vessel will provide a third party report with completion of required tests.

Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. Alarms must: be visible and audible at each operating station. Vessels bilge alarms do not have visual or audible indication on the bridge. Vessels engineering alarms have no audible indications on the bridge. Vessel will ensure all engineering alarms have a audible and visual indicators to meet the requiments of 46CFR143.230

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Marine Inspectors found excessive rust scaling and debris in both the port and starboard engine room alleyway bilges which would inhibit the proper operation of the fixed bilge suction lines. Remove the excessive rust scale and debris from the bilges of both compartments.

Make proper repairs to the grey water pipe located inside the STBD side #06 fuel tank to the satisfaction of the CG marine inspector.

Rails or equivalent protection must be installed near the periphery of all decks accessible to crew. Due to marine casualty, vessel incurred the following damage: 1. Port side bulwark: commencing at the port no.5 fwd fuel tank bulkhead and extending aft for 15' the bulwark set in ~6" x height. 2. Port side 02 Handrail: commencing at the port aft end and extending fwd for 12' the triple pipe handrail is set in ~3'" for height. 3. stbd side bulwark: stbd stern corner extending inboard for 18" and fwd for 8'6", the port bulwark is set in ~8" x height. Repairs to be made to original design. TPO, TVIB, to provide oversight of repairs and provide report of satisfactory completion to Coast Guard. 46CFR144.800
