Machinery and Electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel was found to have a sustained damage and discharged oil after an allision with an unknown object in the channel. Vessel must provide evidence that the source of the discharge is secured and no longer a threat to the environment prior to movement. Damaged machinery needs to be identified and placed back into working condition prior to movement. Vessel representatives must obtain approval from Sector Lower Mississippi prior to vessel transiting for repairs.
