Each tank vessel with a cargo capacity of 1,000 or more cubic meters (approximately 6,290 barrels), loading oil or oil residue as cargo, must have one overfill device that is permanently installed on each cargo tank and meets the requirements of this section. One-meter sticks on COT 1S and 1P were found wasted. Vessel may not load cargo into these tanks until rectified.

Inoperable remote valve indicating device (open/closed) for below deck cargo piping valve located in the aft portion of the #2 starboard cargo tank. The valve could be fully opened with the device indicating the valve was closed.

All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. The following items were noted during the internal structure exam: 1. Numerous broken welds in each void space found on the outboard side cords where they attach to side shell longitudinals. 2. A gusset was found to be severely crushed in void 2 starboard. 3. Top side shell longitudinal in #1 starboard, near the aft hatch was found to be severely crushed in.
