All piping, controls, valves, and alarms must be inspected; and the operation of controls, alarms, ventilation shutdowns, and pressure-operated dampers for each fixed fire-extinguishing system and detecting system must be tested, to determine that the system is operating properly. Marine Inspector observed pin hole leak in Fire Main Piping in the Engine Room. 46CFR 142.240(a)(5)

(b)Each lifebuoy on a towing vessel must: (2) Be capable of being rapidly cast loose; (c) Lifebuoys must have the following attachments and fittings: (2) At least two lifebuoys on a towing vessel greater than 26 feet must be fitted with a floating electric water light approved under approval series 161.010 or 161.110, unless the towing vessel is limited to daytime operation, in which case no floating electric water light is required. The bracket orientation of the electric water light disabled the lifebuoy from being rapidly cast loose, making it unable to float free.
