VESSEL DID NOT HAVE AN APPROVED MARINE SANITAITON DEVICE ON BOARD AS REQUIRED BY 33CFR159.7(C). VESSEL HAD INSTALLED TIOLETS AND FIXED PIPING TO A MARINE SANITATION DEVICE, FITTED WITH A VALVE THAT BYPASSED THE MSD AND ALLOWED RAW SEWAGE TO BE DISCHARGED DIRECTLY INTO THE NAVIGABLE WATERS.
