A towing vessel must be maintained and operated so that the watertight integrity and stability of the vessel are not compromised. Multiple wastage holes were found in steering compartment space, aft void spaces, and forward hold that breached into other spaces or to the outside of the hull. There was also potential hull cracking discovered below the waterline in the steering compartment and forward void, as evidenced by appearance of water after bilges were emptied. Additionally, there was significant wastage to structural members in steering compartment space, aft void spaces, and forward hold, and engine room. Submit a repair plan to the cognizant OCMI and replace wasted metal and repair as original to the satisfaction of OCMI prior to operating vessel.
