46 CFR 143.205A Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of person on-board under normal and emergency conditions. While vessel was operation, the operator attempted to slow down the vessels swing and loss the Starboard engine. Crew member attempted multiple times to restart engine but was unsuccessful. ***This deficiency must be cleared to the satisfaction of a Coast Guard marine inspector prior to returning vessel to service. In lieu of Coast Guard attendance, the company may use their Third Party Organization, ABS, to accept/approve the repairs and provide a report to the Coast Guard inspector listed below.***

A fuel leak is suspected in the starboard fuel tank behind the rubrail. Effect permanent repairs.

Vessel sustained damage to hull near starboard engine as a result of grounding at MM 246.8 on Illinois River. Vessel authorized to transit light ship to National Maintenance (MM197 on Upper Mississippi River) to conduct repairs to the satisfaction of the attending marine inspector. Vessel must conduct hourly of temp repairs while en route to destination. 46 CFR 140.205
