Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must:(1) Be maintained to ensure proper operation;(2) Be suitable for route and service. Starboard shaft seal is constantly leaking water into the bilge with the rate of water ingress increasing while underway. Also there is a loud audible banging noise while underway coming from the starboard shaft. 46 CFR 143.205 (C)
