MARK STAAB

Propulsion machinery including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: (1) be maintained to ensure proper operation. After striking a tree both the port and starboard propellers on the MARK STAAB sustained excessive damage and need to be repaired or replaced. The vessel has permission to be placed in tow and towed to a repair facility. Make repairs to the satisfaction of the TPO and provide objective evidence to the Coast Guard.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. While underway, vessel had a reduction of maneuverability with the port side propeller due to possible damage from floating debris while transiting the Mississippi River. ACBL is requesting TVIB, their TPO, troubleshoot and clear deficiency. This vessel is allowed to transit to MM 125 for repairs.

Starboard wheel is suspected of being damaged due to floating debris. Fluke is suspected of being bent over.

Prior to getting Underway, and at all other times necessary to ensure the safety of the vessel, the master or officer in charge of navigational watch must determine whether the vessel complies with all stability requirements in the vessels trim and stability book, stability letter, COI and Load Line Certificate, as applicable in 46 cfr 140.605(b) A towing vessel must be maintained and operated so that watertight integrity and stability of the vessel are not compromised. Inspection of the Stbd aft void revealed a crack below the water line and stress fractures in the immediate area that compromises watertight integrity and allows water to enter the space. The vessel will transit to repair facility IAW transit plan to have vessel surveyed and repairs conducted. Prior to conducting repairs, Repair plan will be provided to Cognizant OCMI for review. Vessel must meet Watertight requirements IAW 46 cfr 140.605

VSL DID NOT HAVE FIXED CONTAINMENT AROUND FUEL VENTS AS REQUIRED BY 33 C.F.R. 155.320(a)(1).
