The scantlings, material, and workmanship, the subdivision of cargo spaces, the arrangement of cofferdams, the testing of tanks and cofferdams, shall be at least equivalent to the requirements of a recognized classification society for the particular service specified in the application for the certificate of inspection and permit for the transportation of liquid flammable cargoes in bulk as of the date when the tank vessel was built or as of the date when the vessel was converted into a tank vessel. In the absence of such classification requirements, the Officer in Charge, Marine Inspection, shall satisfy himself that the vessel's structure as specified in this section is safe for the service to be specified in its certificate of inspection. Barge sustained a 3 foot by 4 inch tear on the starboard side bow and shall conduct repairs to the satisfaction of the attending marine inspector. Vessel is authorized one time transit to Sector Corpus Christi for permanent repairs.

Demonstrate proper operation of Thermal Fluid Heater alarms and safeties prior to use.

Prove proper operation of cargo pump and emergency shutdown.

Replace/repair thermal fluid heater sight glass.

Provide documentation of testing.

Replace cargo dip stick on tank #3 (prior to loading tank).

Replace worn/dirty flamescreans on cargo tank hatches.

Port side of transfer piping at header/manifold bent approximately 1 foot towards bow of vessel at point directly above manifold containment.

Due to equipment involved in a marine casualty which ruptured a thermal fluid line at the cargo piping header on port side of vessel; the fluid line is required to be repaired and the thermal heater must pass all safety tests in presence of a CG Marine Inspector.

Navigation light stanchion torn off of bow of vessel.

Make revisions to the newly installed ground detection system. Ground detection system shall be wired to provide monitoring upon closure of the generator circuit breaker. I.E. Phase monitoring connected directly to the load side of the generator breaker.

Install ground detection for generator for all 3 phases in accordance with 46 CFR 111.05-21. Vessel prohibited from conducting cargo operations if due date below is exceeded.

Properly label transfer hose onboard barge "OIL SERVICE" in accordance with 33 CFR 154.500.

Crop and renew all crushed floor frames in the #1 P/S wing voids. Repair prior to cargo ops. LEGACY COMPONENT DESC: Transverse Frame

Sufficently address pick up welds in all wing voids. Reweld pick ups of side chords in way of side longs. A survey of the wing voids is needed to determine the amount of welding needed. LEGACY COMPONENT DESC: Longitudinal Frame

Repair/replace elbow fitting on piping in way of the diesel fuel tank. The fitting is currently leaking. LEGACY COMPONENT DESC: Piping

Remove sufficient amount of paint from the fwd #2 wing void bulkhead whrere the bottom plating meets the bulkhead to ensure that there is no broken welds. Suspect due to fractured paint. LEGACY COMPONENT DESC: Longitudinal Bulkhead

Prior to loading next cargo: Causal to grounding occurring on 15NOV03, present barge in a "Safe For Workers" condition for internal examination. This item to be completed to the satisfaction of the attending CG Marine Inspector.
