Installed liquid overfill protection alarm on the #2 starboard cargo tank incorrectly actuated the overfill alarm when testing the high level alarm sensor AND actuated the high level alarm when testing the overfill alarm sensor. Alarms required to meet 46 CFR 39.2007(c) and (d) as referenced by 46 CFR 39.2009(a).
