CARGO Operations Thermal Fluid Heater - All new installations of thermal fluid heaters must be given a hydrostatic test of 1 1/2 times the max allowable working pressure. No subsequent hydrostatic tests are required unless, in the opinion of the Officer in Charge Marine Inspection, warrants such a test. Where hydrostatic tests are required, an inspection is made of all accessible parts under pressure. Vessel reported a pin hole leak on piping that heats exterior cargo lines on the machinery deck. Piping has been isolated and the vessel is not currently loaded with heated cargo. Vessel will be restricted from loading any cargoes that require the use of the thermal fluid heater until the piping is renewed in kind. The new installation will be required to be shop tested at 1 1/2 times the MAWP and have paper work to show marine inspector at the time of installation or the piping will required to be hydrostatically testing in the presence of the marine inspector.

When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. 46CFR30.01-10 Vessel self-reported a 2" Crack at corroded out weld, located on the aft portion of the #3 STBD Cargo Tank. Vsl shall make temp repairs, submit transit plan to the satisfaction of the CG prior to movements. Vsl is authorized one time transit from Magnolia Fleet LA to Lake Charles for permanent repairs.
