A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. While the ITV was preparing to moor with barge, the ITV made contact on starboard quarter with pier and facility appendages. ITV is awaiting instructions from company to moor at pier and have TSMS ABS on-board to conduct a damage survey. ITV is not to engage in commercial operations until ABS determines the seaworthiness of ITV and to attest ITV did not receive any damage and no repairs necessary. Company shall provide a damage survey attending to the watertight integrity and stability of the vessel prior to cargo operations to the satisfaction of ABS.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported a loss of power on both the port and starboard generators due to unknown causes. The vessel is required to be towed back to Philadelphia, PA and make permanent repairs to the satisfaction of the TPO.
