Vessel shall submit a tech report attesting to the cause, repair, and satisfactory operation of the steering system prior to departure from the port.

Starboard 42 inch butterfly ballast water (BW) sea chest (SC) valve electric motorized valve control mechanism (MRV) is not operational. Make proper repairs to existing or renew the MRV. When complete, submit a statement from Chief Engineer or 3rd party technician, with supporting documents to the attending CG MI, reflecting the repairs, with statement reflecting MRV is fully functional and able to fully closure and open the 42inch BW valve, both manually and remotely, per 46 CFR 56.50-95(b)(2). Pending repairs, when conducting BW operations and valve is open, an additional crewmember shall be present within the engine room. COI reflects manning for minimally attending machinery plants, per 46 CFR 62.50-20-(e)(4) flooding safety; controls must be provided to operate sea inlet and discharge valves. Current condition, engineer on watch unable close the stbd 42 inch BW valve from within the engine control room.
