No repairs or alterations affecting the safety of the vessel or its machinery shall be made unless applicable requirements in this chapter are met. DBL 328 was reported to have ran aground while transiting north on the Tennessee-Tombigbee river. Vessel is authorized to discharge cargo, however the vessel is prohibited from movement until a transit and/or repair plan is received and approved by Sector Mobile for the purpose of issuing a permit to proceed. MSD Nashville has been updated on the status of this case and has been made aware that DBL 328 is currently within their zone. 46 CFR 2.01-15(a)
