During Annual Inspection, Coast Guard Marine Inspector observed the Exhaust on the prime mover was missing; Hydraulic pump was non operational, and vessel representative was unable to demonstrate an effective means to stop the engine. Make permanent repairs and provide evidence of the operation of the emergency shutdown prior to cargo operations to the satisfaction of Coast Guard Marine Inspector.
