Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal emergency conditions. Vessel reported loss of steering control. Will accept report from TPO [name withheld] attesting to satisfactory repairs/conditions of the vessel.
