Vessel reported steering system malfunction while pushing 09 empty barges. Current location of vessel is MM 90, vessel intentions are to transit to MM 86.5 to offload 09 empty barges, than transit to MM 71, to pick up 05 barges. Vessel to provide TPO report to CG attesting to satisfactory steering system operations prior to movement from MM 86.5 after offloading 09 barges and prior to picking up any further loads. 46 CFR 31.10-15

A TOWING VESSEL MUST BE MAINTAINED AND OPERATED SO THE WATERTIGHT INTEGRITY AND STABILITY OF THE VESSEL ARE NOT COMPROMISED. VESSEL SUSTAINED HULL DAMAGE THAT COMPROMISED ITS WATERTIGHT INTEGRITY. VESSEL IS AUTHORIZED TO PROCEED TO THE TRUNKLINE LNG PIER IN LAKE CHARLES, LA TO EFFECT PERMANENT REPAIRS TO THE SATISFACTION OF THE TPO. UPON COMPLETION OF REPAIRS, AND PRIOR TO CONTINUING OPERATIONS, THE VESSEL MUST PROVIDE A REPORT FROM THE TPO TO COAST GUARD MARINE SAFETY UNIT LAKE CHARLES ATTESTING TO SATISFACTORY REPAIRS.

Propulsion machinery must be maintained to ensure proper operation. Vessel experienced a fire on stbd main diesel engine at MM2.8 on the Algiers Canal due to unknown causes. Vessel to remain pushed up on the bank until tow is assumed by alternate towing vessel. Once an estimated time of departure is determined and a shipyard is coordinated, please provide a voyage plan to the Coast Guard. With CG approved transit plan, the vsl is authorized a one time transit to a shipyard for permanent repairs. Prior to departure from shipyard, the vessel is required to provide a technician report attesting to the cause of the fire and satisfactory testing of repairs to the attending Marine Inspector.
