The master must ensure that all hatches, doors, and other openings designed to be watertight or weather tight function properly. Replace gaskets for manhole covers.

Regardless of the option chosen to obtain a COI, upon obtaining a COI each towing vessel must then undergo a drydock and internal structural examination at the following intervals: (1) A vessel that is exposed to salt water more than 6 months in any 12-month period since the last examination or initial certification must undergo a drydock and internal structural examintaion at least twide every 5 years, with not more that 36 months between exminations. Vessel last day for drydock was December 31st.

During engine room inspection identified that vessel should comply with 33 CFR 155.420. Oceangoing vessels over 100 gross tons but under 400 gross tons with a main or auxiliary machinery space and no oily-water separator are required to have a piping system for discharging oily mixtures meeting the requirements of 33 CFR 155.420. Vessel’s current operational practice is to have a tanker truck pump out the bilge using hoses from the truck. A bilge pumping system is provided, but it does not meet the requirements of 33 CFR 155.420. Owner/Operator is required to install piping arrangement to meet 33 CFR 155.420 at next dry dock. A special note has been entered into vessel’s history.

e) Existing U.S.-flag vessels, as defined in § 42.05-30(a) of this chapter, engaged in international or coastwise voyages, may retain the load line assigned under previous regulations, provided: (1) The vessel has not been assigned a reduced freeboard under the regulations in this part 42, and (2) The form of the load line certificate issued to and carried on board the vessel conforms to the requirements of subpart 42.50 of this part or § 44.05-35 or § 46.10-30 of this chapter. Vessel missed it's annual load line survey. Vessel is restricted to commerical operations within the boundary line of the Hawaiian Islands.

Functional requirements. A towing vessel's survival craft must meet the functional requirements of paragraphs (b)(1) through (5) of this section. Functional requirements describe the objectives of the regulation. Survival craft must:(1) Be readily accessible; Life raft is strapped to a pallet and not readily accessible in event of emergency.

a) All seals and gaskets must be properly maintained to prevent leaks of flammable or combustible liquid, as those terms are defined in 46 CFR subpart 30.10, into the machinery space. (c) Flammable and combustible products must not be stored in machinery spaces, unless they are stored in a suitable container that meets the requirements of § 142.225 of this subchapter. Excess amount of oily water in the bilge.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Unable to test bilge pumps due to excess oil in bilges.

The valve must be installed in the fuel piping directly outside of the fuel oil supply tank.(d) The valve must be operable from a safe place outside the space where the valve is installed. Fuel shutoff valve was covered by dry store goods and difficult to access.

Navigation lights, shapes, and sound signals. Each towing vessel must be equipped with navigation lights, shapes, and sound signals in accordance with the International Regulations for Prevention of Collisions at Sea (COLREGS) or 33 CFR part 84 as appropriate to its area of operation. Aft amber light is out.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Hydraulic line straps above the towing gear are wasted and broken.

Each towing vessel operating in oceans and coastwise service must have a line throwing appliance approved under approval series 160.040. Vessel is required to have four rocket projectiles. Vessel only has 01.

(b) Day and night visual distress signals. Hand-held red flare distress signals, approved under approval series 160.021 or 160.121, and hand-held rocket-propelled parachute red flares, approved under approval series 160.036 or 160.136, are acceptable as both day and night signals.Vessel is missing 03 day time flares.

Each cable and wire on a towing vessel must be installed to meet the following requirements: (1) Each conductor must have sufficient current-carrying capacity for the circuit in which it is used. (2) Cable hangers for overhead and vertical cable runs must be installed with metal supports and retention devices at least every 48 inches. (3) Each wire and cable run must be installed in a manner to prevent contact with personnel, mechanical hazards, and leaking fluids. Wire and cable runs must not be installed in bilges, across a normal walking path, or less than 24 inches from the path of movable machinery (e.g., cranes, elevators, forktrucks, etc., where the machinery location can change) unless adequately protected. The junction box for the high level bilge alarm was not mounted and laying in the bilge.

Failure to make vessel available for annual inspection within 3 months before or after each anniversary date of issuance of the COI. Submit CG-3752 to schedule a COI renewal inspection. 46 CFR 137.200
