Requests to change options during the period of validity of an existing COI must be accompanied by an application to the OCMI for a new COI. If the requirements for the new option are met, the OCMI will issue the vessel a new COI in accordance with 46 CFR 136.130(e). The vessel must be inspected and issued a new Certificate of Inspection in accordance with 46 CFR 136.130(e) since the vessel has a new managing operator and the operation of the vessel will be transitioning from a Towing Safety Management System to a Coast Guard Inspection method of compliance. The new managing operator does not operate under a Towing Safety Management System (TSMS) and has never been issued a TSMS Certificate and therefore, the current Certificate of Inspection on the vessel is no longer valid as it was originally issued on July 22, 2019. Vessel is restricted from any commercial operations. Prior to engaging in any commercial service of pulling, pushing and hauling alongside, the managing operator must submit an Application for Inspection, form CG-3752 to the cognizant OCMI and make the vessel available for a Coast Guard COI renewal inspection.
