The International Load Line Certificate (1966) shall not be delivered until the officer or surveyor acting under the provisions of article 13 of the present Convention has certified that the marks are correctly and permanently indicated on the ship's sides. The ILLC certificate indicated the presence of the Load Line Mark but the Load Line Mark and deck line were absent on the port and starboard side of the ship.

Resolution: Vessel was drydocked and the Load Line was affixed IAW issued certificate.
Foreign vessels of countries which have not ratified or acceded to the 1966 Convention, or which do not have valid certificates issued under other international convention or treaty and recognized by the United States of America, if desiring to depart from a port or place in the United States, the Commonwealth of Puerto Rico, the Territory of Guam, or other U.S. possessions, shall be subjected to survey, marking, and certification by a load line assigning and issuing authority as authorized under § 42.07-35 or § 42.07-40. During a deficiency check, it was discovered that the vessel's Load Line Mark was either absent from the vessel or submerged beyond identification from the pier. The absence or submergence of the Load Line Mark would render updating the Marking Authority in accordance with the International Load Line Certificate issued by St.Kitts and Nevis on 02APR2025 outside the requirements of 46CFR42.
