Verification of compliance with the machinery and electrical design standards in this subpart is obtained by following the provisions in 46 CFR 144.135 through 144.145. Provide a verification of compliance with design standards electrical one line diagram for the installed air conditioning system in the wheelhouse. Until the system has received approval, it cannot be activated and must remain locked out/tagged out.

A weight and moment history of changes to the vessel since approval of its lightweight characteristics (displacement, Longitudinal Center of Gravity (LCG) and Vertical Center of Gravity (VCG)) must be maintained. All weight modifications to the vessel (additions, removals, and relocations) including a calculation of the aggregate weight change (absolute total of all additions, removals, and relocations) must be recorded in the history, along with a description of the change(s), when and where accomplished, moment arms, etc. After each modification, the lightweight characteristics must be recalculated. Provide the aggregate weight change of the newly installed wheelhouse air conditioning system to ABS to determine any lightship characteristic changes to the currently issued stability letter.

Except as provided in paragraphs (d)(2) through (4) of this section, each towing vessel must carry the survival craft specified in Table 141.305 of this section, as appropriate for the towing vessel, in an aggregate capacity to accommodate the total number of individuals onboard. MI observed that one of the two inflatable bouyant apparatus' had been removed for servicing. The vessel is limited to no more than 08 persons on board until the IBA has been reinstalled on the vessel.
