Issued 19 March 2026 Resolved
Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Sector New Orleans Duty Marine Inspector received notification that the M/V TURQUOISE COAST's starboard propeller became disconnected while underway due to unknown cause, resulting in loss of propulsion from their starboard engine. Vessel restricted from departing Belle Chasse Launch River Mile 75 until a transit plan is submitted to [email withheld] and approved by Coast Guard Sector New Orleans. 31MAR2026: Amended deficiency: Vessel is authorized one time transit to Poland Ave for lightering operations. Upon completion of lightering operations, vessel is authorized one time lightship transit to National Maintenance and Repair for vessel repairs. Both transits are to be conducted with tug assist as outlined in submitted transit plan. Vessel is restricted from all other movement until a TPO report attesting to complete and satisfactory repairs is submitted to and reviewed by Coast Guard Sector New Orleans.

The vessel shall be made available for a Coast Guard COI inspection within 90 Days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.
