At the time of inspection, the vessel was found to have exhaust leaks on each of the vessel's four Main Diesel Engines. For semiportable and fixed gas fire extinguishing systems, the inspections and tests required by Table 115.810(b). The owner or managing operator shall provide satisfactory evidence of the required servicing to the marine inspector. While witnessing the annual servicing of the vessel's fixed gas fire extinguishing system (FFS) by a certified technician, the main stop valve failed twice to operate both through the time delay and manually, preventing the testing agent (carbon dioxide) to flow into it's designated space (engine room). The system must be repaired, re-tested, and documents provided showing that the repair were conducted IAW manufacturers manual. Vessel is authorized to conduct a 01 time transit from Long Wharf gate 4 to Cashman Yard in Quincy to conduct/enact repairs. 46 CFR 115.810(b)(2)

For semiportable and fixed gas fire extinguishing systems, the inspections and tests required by Table 115.810(b). Halon-1301, recharge or replace with if weight loss exceeds 5 percent. Fire technician stated the system had lost more than 5 percent of cylinder weight and did not contain enough agent to extinguish an engine room fire. Refill tank or replace with an approved system to the satisfaction of the attending marine inspector. If refilled the following conditions must be met: 1. Provide latest servicing report from 25Oct23. 2. Provide information on company providing the agent and refilling the bottle. 3. Replace tank fittings and pressure gauge. 4. System service must be conducted after initial refill to ensure no leaks and serviceable condition by a qualified technician in the presence of marine inspector. 5. After initial refill, system must be serviced once every three months by a qualified technician in the presence of a marine inspector or until system is replaced.
