On a tank barge, each cargo tank must be equipped with an overfill device that meets the requirements of 46 CFR 39.2007(b)(2) through (b)(4), (d)(1) through (d)(4), and 46 CFR 39.2009(a)(1), is an installed automatic shutdown system that meets the requirements of 46 CFR 39.2009(a)(2); or is an installed high-level indicating device that meets the requirements of 46 CFR 39.2003(b)(1), (2), and (3). Barge reported an overfill on tank # 1 with 23 gallons of low sulfur vacuum gas that spilled on the deck of the barge. Overfill was due to the overfill alarm not going off. The spill was contained on the barge no waterways concerns. Vessel is authorized to transit to New Orleans to offload cargo. Barge must rectify the overfill alarm on the #1 tank prior to loading. Correct to the satisfaction of the TPO. 33 CFR 155.480(b)(2)
