Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. While transiting the Lower Mississippi River, the vessel's port shaft coupling failed, resulting in the shaft sliding back into the packing gland and allowing for water intrusion. Prior to movement, develop a satisfactory transit plan to designated shipyard and submit for approval to the OCMI. Following approval and transit to shipyard facility, determine extent of damage to the affected systems and affect permanent repairs to the satisfaction of the TPO. 46 CFR 143.205(a)
