All tank vessels shall conform to the requirements in this subpart in construction of hulls. Vsl was reported to be aground due to hurricane IDA. Rep and T&T Salvage company walked the vessel with reported damage of "4 insets stbd side. ". Vsl shall provide salvage plan to the satisfaction of the CG prior to conducting salvage operations. After salvage is complete and vsl is re-floated, a one time transit is authorized to repair facility. 46 CFR 32.60-1(a)

Action required: 60 - Rectify deficiencies prior to movement
