An area of .25" wastage was located aft of a flange in the VCS piping centerline just forward of the engineering spaces. The barges approved drawings indicate the piping is schedule 80 and approx. .53" thick meaning there is approx. 50% wastage in that area. The vessel is restricted from conducting cargo operations that require the connection of the VCS system on board with another vessel or facility until repairs are completed at the barge's next dry dock to the satisfaction of the attending Marine Inspector. 46 CFR 31.30-1(a)
