Issued 7 April 2021 Resolved
An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that the vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey. Vessel sustained minor hull damage following allision with the Huey P. Long Bridge, resulting in ingress of water of approx. 1 gpm. Vessel will complete temporary repairs and complete Drydock examination to the satisfaction of Coast Guard Marine Inspector or TPO Surveyor. Duty Marine Inspector will accept a report from ABS that satisfies the requirements of this deficiency. Upon satisfaction of repairs/conditions by ABS, any codes for Action that limit vessel operations may be removed, and the DMI is to be formally notified by Sabine Surveyors.

Resolution: Received and reveiwed ABS report attached to this activity attesting to replacement of Fore Peak tank stiffners and Port Side Shell plating. All repairs satisfactorily tested using Dye Penetrant.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on-board, under normal and emergency conditions. Vsl reported having large log lodged in port prop which cause engine to shut down. Divers were unable to remove log and vessel plans have emergency drydock for removal. Vsl shall provide divers report, transit plan and or dead ship tow plan prior to movement/drydock transit.
