Vessel report a loss of propulsion due to port side engine being rendered inoperable causing an undue risk to the port of New York. In order to clear this deficiency the following actions must be carried out:
1. Provide a causal analysis report on the loss of propulsion and provide a repair proposal.
2. Post-approval of repair proposal and upon completion of repairs, provide USCG a tech report delineating all repairs and pier side propulsion test satisfactory.
4. Vessel must undergo an underway sea trial to the satisfaction of an attending marine inspector prior to carrying passengers.
