A Coast Guard marine inspector attended the vessel on Tuesday, Jan 8th, to conduct a back gouge and subsequent final weld NDT. The weld failed the NDT. Vessel was scheduled for a follow-up final NDT inspection on Wednesday, Jan 9th, and vessel reps were specifically instructed to not put the vessel in the water. Vessel was in water, not ready for final inspection. Vessel issued prior to passenger deficiency until it is made available for final NDT inspection out of the water.
